Preheat oven to 350.
Drain and rinse the black beans. Lay them flat on a rimmed baking sheet. Partially dry them with a paper towel. Bake 15 minutes. Set aside to cool.
In the mean time, saute bell pepper, onion, and garlic in the olive oil over medium high heat until soft, about 3-5 minutes.
Place peppers, onions, and garlic in bowl of food processor. Add remaining ingredients except the black beans, and pulse everything a couple times. Add black beans, pulse again and mix well, but leave a few larger pieces of beans.
Form 1/3 cup of mixture into patties.
Preheat oven to 375. Line baking sheet with parchment paper and place patties on sheet. Bake 10 minutes, flip, then bake 10 more minutes. Serve on a toasted bun with your favorite toppings or over a bed of lettuce. Enjoy!
